For some reason, Instagram has never made a native app on iPad.
But there is a workaround that makes it possible to get Instagram on iPad.

You can download the iPhone version of Instagram, which works on iPad from the App Store. They recently added an icon to maximize this to fit your screen. This is as close as you can get to the native Instagram app on iPad.

You can also use the desktop version and create an app icon for it. Go to the Instagram website and bookmark the app. It will create an Instagram app icon on your iPad home page. You can click this and access Instagram from this icon. This is a full-screen Instagram experience on your iPad.
