You can disable comments in two steps.

1- The first step is to go to your WordPress dashboard and then choose Settings, then Discussion. Here, you need to uncheck the option that allows people to submit comments on new posts.

2- The second step is to disable comments on old posts. To do this, you need to go to your WordPress dashboard and choose All Posts. Then, for the bulk actions, you need to click Edit and then click Apply. For any of these posts, you need to go to Comments and then click the checkbox that allows comments, and then click Update.

After that, I tested these steps by creating a new post and refreshing an old one. As you can see, no one can add comments to either the new or old posts.
