I'm not a professional herb grower, but I think this is either a fungal or bacterial disease, such as downy mildew or bacterial leaf spot. I noticed the spots on one plant first, but it spread quickly to my other basil plants!

I think this happened when I used the same cutting shears on different plants when I was pruning. It spread everywhere!!
