Volvo D5 CP3 HPFP Fuel Pressure Control Valve SCV Check - Eighth Stage

My 2007 Volvo XC90 cranks but would not start. Low pressure pump sends fuel to high pressure pump but then fuel would NOT get to common rail - Bosch CP3 0445010111 HP pump is not pumping fuel through outlet.

In this video I'm checking the fuel pressure control valve or fuel volume control valve by taking off the pump.
1st Bulb connected to SCV connector
2nd Live Data from scanner with bulb connected (same readings with SCV connected as well). This scanner has no option to adjust anything for this one. If there is please let me know
3rd SCV removed out of the pump but connected to ECU. Then very low pressure air is blown into the valve to check its function

If you think HP pump is not working for other reasons, please advise in the comment section below.
