Detailed in a 22-page draft submitted to the All India Football Federation (AIFF) in March 2025, FSDL suggests a new ownership model where ISL clubs hold a 60% stake, FSDL 26%, and AIFF 14% in a joint holding company managing the league’s operations and commercial activities.
