The coordination came through NATO's clandestine committees—the ACC (Allied Clandestine Committee) and the CPC (Clandestine Planning Committee). Officers trained at British military bases. Equipment was CIA-supplied. The stated purpose: preparation for Soviet invasion. The actual record: involvement in bombings, false-flag operations, and the manipulation of Italian electoral outcomes.

Judge Felice Casson's investigation of the 1972 Peteano bombing broke the seal. The terrorists he identified—men like Vincenzo Vinciguerra—were connected to the apparatus. The parliamentary commission investigated. NATO directors confirmed the structure. Andreotti admitted the machinery existed but claimed it had "never been linked to terrorism."
