On Saturday, March 30, 2024, at 9:45 PM, the Waukegan Police Department and Waukegan Fire Department responded to the Lakeside Tower Apartments, 200 Julian Street in Waukegan, IL, for reports of multiple people shot. Dispatchers received reports of two people shot at the apartment building and a third person shot down the street at 427 North Genesee Street.

Waukegan police officers arrived to find two people shot, Waukegan Deputy Police Chief Scott Chastain told Lake & McHenry County Scanner. A 22-year-old woman was shot in the stomach and right arm. An 18-year-old man was shot in the leg. Both victims were outside of the apartment building when they were shot, Chastain said. Police did not find a third victim.

Waukegan firefighter/paramedics transported both victims to Advocate Condell Medical Center in Libertyville, IL for treatment. The woman went into surgery and has since been stabilized, Chastain said. The man was also stabilized at the hospital.

Chastain said that the woman was possibly in a vehicle and the man was possibly on foot when they were shot. Police do not believe the two were together during the shooting.

A Nissan Titan pickup truck parked in front of the apartment building was hit by gunfire. The front passenger side window was seen shot out and Lake County Towing towed the vehicle from the scene.

The inside lobby of the apartment building was also hit by gunfire at least once. Maintenance workers responded to repair the damage. Police were also seen investigating inside the parking garage of the apartment building. One apartment resident said at the scene that he was glad he was eating dinner at Olive Garden when the shooting occurred.

The shooting remains under investigation by the Waukegan Police Department.

UPDATE – Nazir Plaines, 18, was charged in connection with the shooting, Lake & McHenry County Scanner reported. Plaines allegedly shot at the occupied Nissan Titan pickup truck.
