🎯 Aim

To reform the existing MACP scheme ensuring timely and assured financial advancement for Defence Forces personnel by addressing the problem of truncated careers and limited promotions.

⚙️ Problem Statement

Limited promotion opportunities in the Defence Forces cause personnel to remain in the same rank for long periods and retire early without adequate financial upgradation.

Over 50% of soldiers retire as Sepoys after 17–19 years of service due to restrictive promotion avenues.

Forced early retirement to maintain a young force means many personnel avail only two MACP upgrades, as the third one falls at 24 years of service, by which time most Sepoys and Naiks have already retired.

📜 Background

5th CPC (Central Pay Commission): Introduced the ACPS (Assured Career Progression Scheme) providing two financial upgradations after 10 and 20 years of service.

6th CPC: Modified ACPS into MACP, ensuring three financial upgradations after:

8 years (as Naik),

16 years (as Havildar),

24 years (as Nb Subedar)
or after 8 years of continuous service in the same grade/rank.

7th CPC: Did not change the scheme, reasoning it was already more beneficial compared to civilians who receive MACPs at 10, 20, and 30 years of service.

However, due to early retirement, most personnel receive only the first two upgradations, losing the benefit of the third.

🔍 Analysis

The steep pyramid structure of promotion in the Armed Forces results in early retirement, leaving many with truncated careers.

The core principle of MACP — three financial upgradations during service — must be ensured for all personnel before retirement.

For Defence Forces, early retirement means only two MACPs are realized.

There is a need to ensure that lack of promotion opportunities due to organizational structure does not stop financial growth for deserving and qualified personnel.

🧭 Proposal for the 8th CPC

The MACP scheme must ensure assured financial progression before retirement, not after.

Propose that all personnel receive three financial upgradations before retirement, motivating retention and improving morale.

Recommended MACP Timeline:

1st MACP: after 6 years of service

2nd MACP: after 12 years of service

3rd MACP: after 18 years of service
(or after 6 years of continuous service in the same rank/level)

💡 Essence

To ensure every soldier, JCO, and OR receives fair financial recognition during their active service, not limited by early retirement.
This will improve morale, encourage retention, and address long-standing career stagnation in the Defence Forces.
