The I-5 Rose Quarter Project will move forward, despite the loss of significant funding from the federal government.

The Oregon Transportation Commission voted Thursday to move forward with Option 4, which previously did not exist.

"Today's vote down at the Oregon Transportation Commission really solidifies our state's commitment to this generational work," JT Flowers, Director of Government Affairs at the Albina Vision Trust, told KATU.

"If you know anything to be true about this project, it's a byproduct of 60, 70 years of organizing with the importance of black community. But more importantly, it's representative of the most transformational public infrastructure project our state has ever undertaken," Flowers added.

It was proposed by metro, the City of Portland, and the Albina Vision Trust. It pushes the project forward with the $167 million in available funds by developing an attainable plan, including I-5 upgrades and the reconnection of the Albina neighborhood.

"Our commitment to you is that we will be reasonable partners in that. But we do want, given how this project has formed over many years, we think that this is a moment, where again, not with a lot of time, we can get a little bit more transparency into the various costs, the various tradeoffs, and we believe our community is capable of having tradeoff discussions of landing with a scope for 1B and 1C, that is both realistic and honors both the process to date and the commitments we've all made to each other in this," said said Winta Yohannes, executive director of Albina Vision Trust.

Flowers said it will contain all the elements originally proposed, but the phasing of the project's funding has shifted.

"This is a project that is going to span generations and the people who will be able to Really reap the the fruit of everything that we've sown here are going to be My son and his generation," he said.
