The buffs part refers to things such as consumables, the Wonderous Physic and spells such as Golden Vow.

I didn't get the best luck in this kill when it comes to the staggers but oh well.
I had one attempt that I died to him at about 5% HP remaining in which he staggered 4 times through out the fight so I'm not really sure how the staggers against this boss works since I didn't really do anything differently, my guess is that the attack in which he flies up and shoots meteors at you takes so long that it basically resets his stagger bar.
