Category 2 Hurricane Rafael is expected to strengthen into a major Category 3 storm before making landfall in western Cuba on Wednesday evening. The storm, which is moving northwest at 14 mph, has maximum sustained winds of 110 mph and is eventually forecast to weaken slightly as it enters the Gulf of Mexico. A tropical storm warning is in effect for the Lower and Middle Florida Keys.
