Human beings have had temporary relief for a long time. For example, assistance in the form of food and clothing for victims of disasters and wars, and even assistance in settlement and the provision of agricultural tools. However, systematic social welfare through institutional arrangements, carried out by the government based on regulations, probably first began in the time of the ancient Roman Republic (Latin: Res publica Romana, c. 509 BC–27 BC).

When the State legislates for the welfare of its citizens, welfare becomes a legal right of the citizens, or what we call welfare rights or well-being rights. The welfare state system in its modern sense was established by Bismarck. Otto Eduard Leopold von Bismarck (German: Otto Eduard Leopold von Bismarck; April 1, 1815 — July 30, 1898), also known as the Count of Bismarck-Schönhausen (Graf von Bismarck-Schönhausen; 1865), Prince Bismarck (Fürst von Bismarck; 1871), and Duke of Lauenburg (Herzog zu Lauenburg; 1890). Under his auspices, respectively, in 1883, Germany enacted the world’s first Sickness Insurance Law. In 1884, the Workers’ Accident Insurance. In 1889, the Pensions and Insurance Bill was passed. Through these three laws, the first relatively complete legal system of social security in the modern world was constituted. The German Empire (Deutsches Kaiserreich, 1871–1918), proclaimed on January 18, 1871, became the first country in the modern world to have a complete system of social security laws.

We know that the principle of the market is free choice and self-responsibility. Goods can be returned or re-selected by paying the appropriate cost. Science needs experiments; commodities need a shelf life, so why does the bill become unchanging and eternal? Why should the next generation be bound to ours? The point here is not that a passed bill is completely unrepealable but that it is too costly to repeal a bill under the current system! Why do we need to marketize politics? Because the market allows for the reallocation of resources at minimal cost.

Let us think and observe the truth of the Turk. Let every Khan be strangled and drive every bill to have a shelf life. This shelf life should not exceed the life span of one generation!
