From where i teach my GFs most of their abilities. The fastest way to gain AP without having the characters level up is to go to Cactuar Island, now as you know you can't reach Cactuar Island with Balamb Garden however the continent right by the side of Cactuar Island is considered to be part of Cactuar Island so follow my video to go there, well on part 35 i already showed how:)

You'll battle Cactuars who have the highest evasion in the game, meaning that the chances of you missing a blow are high.

However Squall will never miss since he as a hit % of 255. Take Rinoa with you and keep her at low enough health so that she can use her limit break, by using Angelo Cannon you can kill all cactuars in a single turn, to prevent them from escaping junction Pandemona to Rinoa and give her the Initiative ability which allows her to strike first. The third member of your party should have Diablos junctioned to him/her this allows you to junction magic to the hit stat and if you drawed Triple from Odin you should junction it to Hit, that way you're 3rd party member will also have a hit % of 255 meaning he/she will never miss either.

Each Cactuar gives 20 AP, there can appear four per single battle meaning you might get 80 AP in a single battle if you kill all of them. That way you're GF's can learn all their abilities in a short period of time, and you'll gain very little exp meaning you're characters won't level up in the process.
