On July 20th, an officer of the Brielle Borough Police Department was conducting stationary radar traffic enforcement on Evergreen Avenue by State Highway 35 North when he observed a vehicle traveling on State Highway 35 North at a high rate of speed, specifically 67 miles per hour in a 50 mile per hour zone. The officer then pulled out and caught up to the vehicle at which time he observed it to fail to maintain its lane of travel. He later conducted a motor vehicle stop on the vehicle for both violations.
Once stopped, he approached the vehicle and made contact with the sole and single occupant, Ms. Jaclyn, who was on her way to Lakewood from Point Pleasant. After producing her pedigree documents, the officer returned to his vehicle and requested a second unit as he intended to conduct field sobriety tests. During his conversation with Jaclyn, he observed her movements to be slow, speech slowed, eyes watery, and to have a sleepy appearance. The officer also detected the odor of burnt marijuana emanating from the vehicle. Lastly, he observed a glass pipe, commonly used to introduce marijuana into the body, in the center console of the vehicle.

Upon the arrival of a second officer, Jaclyn was asked to step out of the vehicle to perform field sobriety tests. Jaclyn later failed all tests and was arrested for DUI. She was later processed and charged with DUI, during which time she refused to submit samples of her breath for testing. She was released to her boyfriend with a court date for the following offenses:

Driving under the influence
Open container (alcohol/cannabis)
Reckless Driving
Speeding
Unsafe lane change
Refusal to submit to breath testing

During her arrest, Jaclyn’s demeanor changed constantly. Prior to leaving, she stated she “once again, they shouldn’t let f*gs in the academy.” She also made statements “I like d*ck.” This is Jaclyn’s second DUI arrest. Records show she also has an extensive history of traffic citations.
