Apparently, the new item Anathema's Chains can reduce a champion's tenacity to negative values which increases the duration of CC on the target, similar to Ornn's Brittle effect
Using this with the highest amount of Ability Haste you can acquire from runes and items on Leona almost enables you to permanently stun someone
Keep in mind this is only Leona, if you include Ornn to apply Brittle and a shielding support with Staff of Flowing Water to reduce CDs even further, it should be possible to permanently stun someone as Leona
