Pakistan’s power sector saw rising controversy after the National Electric Power Regulatory Authority (NEPRA) introduced major changes to the solar net metering system. Under the new framework, the country is shifting away from traditional net metering — where surplus rooftop solar electricity exported to the grid is credited one‑for‑one — to a net billing structure that separates buying and selling prices and may reduce the financial incentives for solar users.

Critics say the revised rules — which lower electricity buyback rates and shorten contract terms — could discourage solar investment and weaken returns for households and businesses that have installed solar panels. There has been strong political pushback from opposition figures and energy stakeholders, arguing this policy could burden consumers and undermine renewable energy adoption.

At the same time, rising electricity tariffs and high cost of power remain a widespread concern for the public, prompting calls for better energy pricing and more transparent policies.
