Update since the video, I now broadcast a signal from the parking/refueling station,
if there's a train parked with iron ore, for example, it broadcasts that signal using a radar.

Then, a radar at any iron ore loading station will check to see if it receives that signal, and if it does it will disable the loading station. This helps prevent more than 1 load of iron ore being parked, hence balancing the train workload even further.
