The Student's Surprising Surplus treasure at coordinates (61,73) in MacAree is "locked" inside a collapsed cave. You can remove the rubble from the mouth of the cave using the Light's Judgement ability that was awarded during the introductory Argus story quests.
Light's Judgement is one of four zone specific abilities that is selected via the Matrix Core in the Vindicaar. All locked treasures in Argus that have a yellow coloured crystal hovering nearby can be accessed using Light's Judgement.
To find the cave containing the Student's Surprising Surplus, follow the path East from the Triumvirate's End beacon and turn right after passing the buildings at the bottom of the stairs. Continue to the edge of the world and follow the edge until you reach a small tree with red foliage. You will now be just outside the collapsed cave, use Lights Judgement and target the cave entrance to remove the rubble.
Each of the four Matrix Core spells are colour coded, a coloured crystal near a locked treasure will let you know which spell should be used to unlock the treasure.
