Tenet Livia would be the best Tenet Melee, outside of the quirks on heavy for Tenet Grigori and Tenet Agendus. It has very respectable stats and the only Tenet Melee with that busted slash IPS weight. We just need a new Stance for them and it will finally see the light of day. Pennant is still competitive for Heavy Attacks, but it's quirk falls off eventually, evening the playing field.

Tenet Livia elemental picks are Toxin or Heat as the best, and then Elec as an alternative option. Magnetic can also be entertained, but I haven't thought of much applications where it is useful, since the weapon doesn't have proper aoe and has follow through.
