LEGO Star Wars Lightsaber Promos KEEP SELLING OUT?

For the LEGO Star Wars UCS Jabba's Sail Barge release, LEGO offered a GWP (gift with purchase) of a LEGO Luke's Lightsaber build. The Lightsaber sold out while the Sail Barge is still available to be ordered within 24 hours of release... so why isn't LEGO Star Wars making enough Lightsabers to meet demand the third time around?
