`If any of your relative has died in the past and you neither reported the matter of death of deceased to concerned Union Council or Cantonment Board nor death certificate has been obtained. But when you go to the concerned department for obtaining death certificate after a long time, the Union council may refuse or delay the matter or may ask you to obtain decree from civil court. So, to obtain a civil decree, you need to write a plaint/ suit for declaration and mandatory injunction and submit all your supporting documents in the court.
