Quan Chi recieved a major Buff recently which gave him a completely new Portal and fixed his Bone Cage ability. The new Portal drains the Opponents Meter and gives Quan Chi Armor after enough Meter was drained. You can see throughout the Video that he has some godlike Set-Ups in the Corner.
Sektor is my favorite Kameo to use with him I highly recommend trying out this Tag-Team!
