As the U.S. debates prison reform, we traveled to Uganda to investigate a prison unlike any other in the world. Luzira Upper Prison, the country’s only maximum-security jail, houses over 3,000 inmates — from convicted murderers to former rebel soldiers — in a facility built for just 500. But within its overcrowded walls exists something extraordinary: a highly organized soccer (football) league, complete with a 30-page constitution, ten teams named after European clubs, and an inmate commissioner.

VICE Sports’ Ben Ferguson gains rare access to meet Opio Moses, a prisoner serving the final months of a 15-year sentence, who runs the league and helps transform prison life into something that resembles a village more than a cage.
