The role of the U.S. Vice President is both pivotal and unique in American government, involving a blend of executive and legislative responsibilities. Created under the Constitution in 1789, the vice presidency was initially designed as a backup to the presidency, filling the top role if the president became unable to serve. Over the years, this role evolved, gaining influence and importance. Today, the vice president is not only next in line for the presidency but also a powerful advisor and policy leader, often representing the administration abroad and leading key government initiatives.
Since the founding of the office, there have been 49 U.S. vice presidents, and 15 of them have ascended to the presidency, either through succession or election. Nine vice presidents assumed the presidency following a president’s death or resignation, illustrating the importance of a stable, prepared line of succession. Additionally, six vice presidents were later elected to the presidency in their own right directly following the administration where they served a vice president - John Adams, Thomas Jefferson, Martin Van Buren and George H.W. Bush. Two would win the presidency in a later electoral cycle – Richard Nixon and Joe Biden. Each transition reflects both the stability of the U.S. political system and the trust placed in the vice president to lead the nation if necessary.
The vice president also plays a crucial legislative role as the president of the Senate, where they cast tie-breaking votes. While this function may appear limited, it has had major consequences in shaping legislative outcomes, especially during periods of closely divided Senate control. Vice President Kamala Harris cast over 20 tie-breaking. Vice Presidents also serve in a diplomatic role, often standing in for the president around the world.
