This is a 1945 Singer 15K treadle. The bobbin has to be loaded into the bobbin case and then inserted underneath the machine. It has the central bobbin mechanism for forming the stitch, making it suitable for free motion quilting.
The Singer 15 class of machines was widely copied in Japan and the Far East after world War 2. They are known as Japanese 15 clones and are threaded in exactly the same way.
