The Emperor's Relics Explained! One Coven Missing? The Owl House Theory!

In 'Agony of a Witch', we finally got to see the mysterious relics of the emperor, but we didn't get a full explanation on which coven uses which relic, or what the full extent of their power supposedly is. Weirder still, there is only eight relics in the room, despite there being nine covens. Is one of the relics missing, being hidden away, or does it not exist at all?
