The government had hid the fact that people with magical attributes existed, which led to many misconceptions and misunderstandings. NRC, is a well known school for accepting students with 'over multiple quirks' in a black coffin-like carriage. h
Hence the reason why many don't pursue going to NRC. Due to the government hiding the fact magical attributes exist, people often misunderstand a child with stable magical attributes to have multiple quirks. Everyone in the world has at least some magical attributes, people like Yuu are the exceptions though. The government thought about one thing, that is to let the two most well-known schools in the country to have a student exchange program. One student of each school would go to the other, hence commencing the exchange program. Crowley, the headmaster of NRC thought it would be a good 'learning' experience, so without further a do, he sent Idia there without Ortho. Idia was without Ortho due to Ortho now being an actual student instead of someone's coping mechanism for his dead brother. Once Idia entered U.A, he was put to class 3-C in the general studies section. He wasn't in the heroic section due to him willingly not contributing to the activities there, but when it came to technological activities, he actually did them. Class 1-A hasn't met Idia YET. They will, soon. Maybe.

Shoto has been informed about Overblot, Magical attributes and stuff like that from his father due to the pro heroes not being limited from this knowledge. But what Shoto doesn't know is that, Overblots DO NOT affect people with quirks and nor do people with magical attributes still count as people with quirks, they are entirely different.
