What is the Industrial Development Agency (IDA) and how and why has the Chautauqua County IDA approved all of the industrial wind turbine and solar projects in Chautauqua County? Cattaraugus County Legislator Ginger Schroder explains:. Because the so-called renewable projects make so little money from actually producing electricity, they rely on continuous subsidy (tax payer money) to be economically viable. Paying appropriately assessed taxes to local communities would put an end to the industry.
The State allows wind and solar tax exemption. The IDA can grant a PILOT - payment in lieu of taxes forcing communities to accept a tiny portion “of the many millions of dollars the projects are making in federal and state subsidies,” Schroder said. Until recently, communities faced with the imposition of industrial wind and solar projects could choose to “opt out” of signing a “host agreement” with the wind/solar ventures: “a parasite needs a host,” Schroder said. By opting out, a community can assess the viability of projects and tax them appropriately. Recently, however, the State bypassed local control by giving public land to private developers for the favored projects.
Schroder’s awareness of the IDA’s role in facilitating the so-called ‘green projects’ — the ‘Green New Deal’ -- occurred when she and others opposed the Alle-Catt wind project in Farmersville some 5 years ago. Independent of county legislature, the IDA could sign deals (host agreements) to suspend taxation on the projects. Schroder then ran for Catt County’s legislature, won, and was appointed to the IDA where she and colleagues set more stringent requirements for IDA issuance of PILOTS (payments in lieu of taxes). Legislator Schroder also noted that growing ‘administrative state’ where unelected bureaucrats make policy irrespective of the wishes of the public and its elected officials.
"If Hochul gets her way, every inch of upstate New York is going to be littered with turbines and solar panels," Legislator Schroder concluded.
