Out of the whole world, which smaller groups are you targeting as your potential customers? You want to paint a picture of the customer -- maybe it's a person, or a corporation, if you sell to other businesses. The goal is to clearly see and describe those people, what makes them similar, and what makes them interested in your offering. They often call this target marketing, and the groups are called market segments. What we call segmentation can be very creative, and critical to successful marketing.
