How is Russia’s perceived military weakness emboldening Azerbaijan to attack Armenia?

Dr. Laurence Broers, a Chatham House associate fellow, spoke to CivilNet about the recent attack by Azerbaijan on Armenia, the worst escalation of the conflict since the end of the 2020 Nagorno-Karabakh war.
