Ive saw a lot of anguish about this Challenge and most folks seem pissed at STICK IT TO YA not working Post Completion.
Well here is my working solution. ALSO See the OSD or in game screen Captions/Subtitles for info.

At First I thought using the Righteous Spike was perfect as spike is in the name and you have to Spike 15 Enemies.

NOPE Righteous Spike is for Driving at a long distant speed. (Please Drive Faster Challenge)
See Archangel "The Rule Of War"
DESCRIBED AS
[][][][]The soldier, the trusted warrior, armed for sacred warfare in desolate and hellish lands, Beware infidel hordes, here comes righteousness[][][][[]

(Hordes = Boarders... AND Also Theres a Hint To Archangel Righteous Spike being righteous but not righteousness in and of itself)

So It seems there are definitely certain cars for certain Challenges
So for Challenge Stick It To Ya (Which worked first try for me)
Select Archangel "The Rule Of War"
The wheels, bonnet, sides and roof
Are pre-spiked For boarder defence

Then follow the info in on the Map in Game.
Stay within the general area here (Three Water Camps On Map)
Basically where you begin in The Chalkies here.

This Keeps refreshing/spawning Vehicles
When you see none; doubt creeps in...
SO..........
Once an attack/spiking is over or finished
Then drive as randomly as you were before
When you drive around The Chalkies (Within a general area where theres 3 Scavenged camps signified or shown as Water)
You are basically keeping the game engine and thus the area busy.
In turn respawning/enabling enemies.
So the Spawns do/will Increase.
Boarders are as random as ALL other Enemies/vehicles. But also in way as predictable.
