Final tax rates are in for 2017 and every town in West Volusia as well as the county itself have increased taxes. This is, of course, compared to the Rolled Back rate which would result in no change in tax bills. So while many cities reduced their actual rates, the actual tax paid by residents increased.
What is a Rolled Back Rate
The Rolled Back Rate is the rate communities can use to keep the tax a property owner would pay the same as the prior year. If property values go up, and the community keeps their tax rate the same as the prior year, then the property owner would actually pay more taxes even though their rate has not changed.
Some argue this is akin to sales tax. If there is a price increase on an item, you pay more tax, the rate stays the same. Others argue that it is a tax increase if you don’t use the Roll Back rate because ultimately the property owner pays more out of their pocket for taxes.
Comparing the Rates
Lowest Tax Rate – DeBary at 2.9247
Highest Tax Rate – Orange City at 8.0650
Largest Rate Decrease – Deltona down .10
Largest Rate Increase – Orange City up .615
Lowest Percentage Increase – DeBary up 1.99%
Highest Percentage Increase – Orange City up 14.45%
Other Taxes
In addition to the municipality, you pay taxes to the county, schools, and hospital. All of those taxes increased as well although the School Board reduced their tax rate from 6.84 to 6.52. The largest increase came from the Hospital Authority who raised their rate a whopping 49.8%!
Summing it Up
All in all, every property owner in West Volusia will pay more in taxes. Some more than others. To calculate your rate, simply divide your property value by $1,000 then multiply by the rate. Rates are quoted in Mils or cost per thousand.
Sample Equation for a homesteaded $300,000 property in DeBary:
$300,000 - $50,000 exemption = $250,000 taxable amount / $1,000 = 250 x 2.9247 rate = $731.18 in taxes.
You would then do the same for the county, schools, and hospital. So to calculate the total tax you add those. Using our DeBary example that rate would be DeBary 2.9247 + Volusia 6.1 + Schools 6.52 + Hospital 2.366 = 17.9107
So plugging into the equation above we get:
$300,000-$50,000=$250,000/$1000=250x17.9107=$4,477
