Sidewalls on some tires can be quite slick which could result in the bead breaker sliding over the tire and not pushing the tire over the rim. Same problem could also occure with a wet tire. What helps in most cases is adding more tension to the tire bead by sticking a tire iron between the tire and rim. This will help to get the tire off the rim quickly.
