Pokemon Crystal: ALL Legendary Pokemon Captures/Locations

So, as the title suggests, in this video I'll be showing you guys how and where to capture every legendary Pokemon available in Pokemon Crystal.

First off we have Raikou and Entei, both roaming legendaries. To get them to roam, and subsequently have Suicune head out as well, you need to head to Ecruteak City, and go to the Burned Tower. If you head downstairs, after battling your rival, you'll see 3 statues of the 3 legendaries, which when you approach them, will come to life and run off. After this, Raikou and Entei can now be found randomly throughout the wild. I'll leave a guide I found very useful in catching these two down below, but the gist of it is that since they're random, you'll basically need a good deal of luck to find them. But with the guide in this link, you can sort of effect where they end up. To put in perspective, before I used this guide, I was searching randomly for well over 3 hours straight. Once I used the guide, I found them both within about 25 minutes. So I can say for certain that it does work.

Next up of course is Suicune. Suicune in Crystal is a bit different than how it was caught in Gold/Silver. Instead of it being a random encounter, once it runs off, you need to head to Cianwood Town and head up North to the beach, where you'll see Suicune standing on a cliff edge. It will run off, and you'll be forced to battle Eusine. Once you've beaten him, Suicune will have fun off to the Tin Tower, which you cannot enter until you have the Clear Bell, which you obtain from the manager of the Radio Tower. Once you have it, head to Ecruteak City once more, and head for the large building next to the Burned Tower. Inside you will find 3 monks who won't allow you to enter until you battle them. Defeat all three and head for Tin Tower. Once inside, Suicune will approach and battle you. Once caught, Eusine will appear again, congratulate you on catching Suicune, and walk off, never to be seen again.
Now that you'll have access to the Tin Tower, you can get the Rainbow Wing by talking to the monk standing in the center of the back of the room. Once you do, a stairway will open, and you can head onward. After going through a several-floored maze, you'll reach the top of the tower, where you can then capture Ho-oh.
After you've made it to Kanto, and by extension to Pewter City, find the old man in the center of town, and he'll give you the Silver Wing, which will allow you to capture Lugia. Once you've done this, head back to Cianwood City in Johto, and head for the Whirl Islands. Make sure you have Pokemon with Flash, Surf, Waterfall, Strength, and Whirlpool to make it through the dungeon. Once out on the water, head to the island that is the furthest North and East on the map, swim around to its entrance, and walk to the stairs on the upper right. Then walk down the bridge, and keep heading down til you get to the waterfall, then make a left into the small cave. Inside here will be where you can finally catch Lugia.
Celebi is technically not obtainable unless you have the Japanese version of Crystal, and the mobile thingy alongside it to get the GS ball. However, I just used Pkhex to give myself the GS ball. Once you've obtained it, you'll take it to Kurt in Azalea Town. Once you give it to him, you'll have to wait 24 in game hours until he finishes "examining" it. I, again, just used pkhex for this. Once he's finished "examining" it, and you go speak to him again, he'll rush out of his house and to the forest edge, and comment on how Illex forest seems restless, before than giving you back the GS ball. Once you have it in hand, go into the forest, and talk to the shrine. Here you'll be prompted to place the GS ball inside, at which point Celebi will appear, and you can capture it. In the 3ds Virtual Console re-release of Crystal, you'll receive the GS ball at the Pokemon Center in Goldenrod City, after you defeat the Elite Four. From then, its the same method as described above to capture Celebi.
