This is how I create fake facial hair. If you don't want to use spirit gum and and artificial hair, this is the next best option for you. All of the products I use are cheap and available at any drugstore, and you may already own many of them.

I used black eyeshadow from a SHANY cosmetics palette (you can use any black eyeshadow that isn't glittery or shimmery-- I've made that mistake before); an NYC high definition liquid eyeliner pen; and e.l.f. cream eyeliner for the facial hair, in that order. For the eyebrows I used the Maybelline Expert Wear eyebrow pencil in velvet black, and then i added detail with the NYC liquid eyeliner pencil.

I definitely recommend getting a liquid eyeliner marker. You can find them at dollar stores and any place that sells cheap cosmetics. Don't buy one of the expensive ones! I've also used ballpoint pen before, and it was really effective + it stays put for longer.

This is a very exaggerated style that is meant for drag shows, so it might not be the best option for everyday use. It looks very realistic from stage, but as soon as you get within 10 feet it starts to look like eyeliner.

I definitely recommend filling in eyebrows, because otherwise the beard will look VERY FAKE.

If you have brown, blonde, or red hair, I recommend using at least two different colors of pencil for the beard (i.e. use one dark brown and one light reddish brown) to make it more realistic.

If you plan on wearing this for an extended period of time, use makeup primer!

Remember not to make the individual hairs too long, or it will look very odd, and try to make them look a bit curly for maximum realness.

For transmasculine folks, I recommend trying to use spirit gum to lay actual artificial hair on your face or finding a realistic false mustache/beard because it just looks much more realistic, but I have known people to use a makeup sponge to apply fake stubble. If you're going for realistic facial hair, less is more. Simple sideburns and stubble will look a lot better than a full beard made of eyeliner.
