Justice is considered one of the cornerstones of democratic society. However, the ability of millions of people to access justice in a meaningful way is determined by the way that legal aid is provided within each country. How does legal aid work currently? How can we change legal aid policies to make them work better for the most vulnerable in society? What are the likely effects of cuts to legal aid?Or is the entire system flawed and rigged against those in a position to require legal aid? On 21 October 2014, Warwick Think Tank hosted a panel of experts to discuss the recent legal aid reforms for England and Wales.

Our panellists:

**Hugh Barrett is the director of legal aid commissioning and strategy for the Legal Aid Agency. His previous roles include senior commercial and general management roles in HM Treasury, Department for Communities and Local Government, BT, Mars and British Airways. He has also been a non-executive director at the Criminal Records Bureau and is a member of the Court of the University of Essex.

**Julie Bishop is director of the Law Centres Federation, the representative body for the national network of community based law centres. Prior to this, Julie was director of the National Association of Community Legal Centres in Australia and has worked in the legal aid sector in Australia at community level for almost 20 years.

**Richard Miller is head of legal aid at the Law Society. He implemented the Society’s access to justice review and led its campaign against the Legal Aid, Sentencing and Punishment of Offenders Bill. Richard qualified as a solicitor in 1992 and worked for eight years in a high street legal aid firm in Kent. In 2000, he became the first full time director of the Legal Aid Practitioners Group.
