Bike paths are great and one of the best things you can add to your city for traffic flow. The cost next to nothing to install (whether that's the very low cost for adding separated bike lanes or the minimal difference in cost between roads with and without bike lanes built in).

The best thing to do is combine integrated and separated bike lanes to create a comprehensive cycle network around your city. More cyclists on the road means fewer cars on the road which means better traffic flow for your city!
