Special rapporteurs are independent human rights experts with mandates from the Human Rights Council to report and advise on human rights from a thematic or country-specific perspective. UN member states elect them for three-year mandates that can be renewed for a further three years. They are not paid and speak from their own perspectives based on their expertise and research.

The essence of their contribution is its independence and they do not speak for the United Nations Organisation.
