How Much Would It Cost to Expand The St. Lawrence Seaway?

How much would it cost to increase the size of the locks at the St. Lawrence seaway? Well find out in this video!
My idea for fixing invasive species in more depth:
Have a lock that is meant for the procedure. Every ocean going freighter must past through this lock. Once the vessel reaches the lock it will have to empty it’s ballast water, therefore emptying out some of the invasive creatures with it. Some sort of mechanism will suck the invasive species off the ship (some are most likely stuck on to it) and from the water and from there send them back to a facility where they eventually will be brought back to where they belong.
