The Slide effect is a native video transition in Adobe Premiere Pro that makes the incoming clip appear to slide over the stationary outgoing clip, unlike the "Push" effect which moves both. To easily add it, open the Effects panel, expand the Video Transitions folder, then open the Slide folder, and drag the Slide transition directly onto the cut point between your two clips on the timeline. After placing it, select the transition on the timeline and go to the Effect Controls panel, where you can easily change the direction of the slide (left, right, up, or down) by clicking the small directional arrows surrounding the A|B preview window at the top of the panel.
