Update 10/9/20. I was getting moisture in both lights which didn't make any sense because my seal looked good. I finally found the issue. The tail light light bulb socket rubber gaskets were worn and not sealing. It was mainly the reverse lights, and the little outer lights. Both wiggled when locked in which they should not. I put brand new gaskets on all of the light bulb sockets and they are all super firm now and I'm not getting any moisture inside. My regular tail lights didn't have an issue before hand but I think disturbing them to swap lights, the 20 year old rubber doesn't expand like it used to.
