An insight to where the majority of Wuthering Wave's stutter comes from, and why you may or may not be affected by it. It is a major flaw in the way the game accesses data, and will cause major hitching to those not using drives designed for high read/write counts. The game shows on the launcher, the old drive letter:
If when you move your Wuthering Waves game to another drive, it still shows the old drive on the launcher. Head to \Wuthering Waves\ folder, delete "kr_game_cache" folder inside it. Then run the launcher. Then click "download", it will not download the entire game again but start verifying the files in the new location. When it's done, it should show the new Drive directory.

I've been told that you need enough RAM/VRAM for the game to load its resources, or else it will keep using the disk's page file. This is an explaination from a different game. "The thing about the page file is it is very taxing on your disk. If you run low on memory, which you can bet will happen when you only have 8 GB of ram and are trying to play PUGB, windows will have to create some virtual memory on the hard drive so it can continue operating. It will try to put everything on the RAM (as it is much faster), but if the RAM requirement overflows it needs to go on the disk.

If you are already on an SSD - You either, get more system RAM, and VRAM, 16GB in dual channel would be a good start, 6GB+ VRAM. To help with how badly the game uses resources.

If you already have 16GB RAM, and your VRAM isn't being maxed out, AND have the game on an SSD and still stutter. You can try limiting or disabling your Windows page file.
