It's vaadi swr is "Re"and samvadi swar is "pa". It's has no specific time to sing. Any time you can sing this raga. Des raag is called as a khushdra raag. It's is very much useful to sing thumri ,dadra , chaiti, hori, baraahmasa, gaazal. But it is not useful to sing vilambit khyala.
