Hong Kong’s government will press ahead with a “patriots-only” Legislative Council election scheduled for Sunday (December 7), despite doubts over turnout among a local population still reeling from the city's deadliest fire in decades, which has killed at least 156 people.

The vote is seen by some analysts and residents as a test of legitimacy for the Hong Kong government, as it seeks to ease public anger over the fire amid an ongoing national security crackdown.

Analysts expect heavy police presence and low turnout for Sunday’s poll — the second since wide-ranging electoral reforms were launched in 2021 to ensure only pro-Beijing “patriots” can run for office, following the pro-democracy protests that rocked the city in 2019.

The government has revoked a mandatory order requiring smartphone manufacturers to pre-install the Sanchar Saathi cybersecurity application on all new smartphones.

This reversal came after widespread public concerns regarding user privacy and the potential for government surveillance, despite officials assuring citizens the tool was intended only to combat cyber threats and track lost devices.

The Department of Telecommunications initially issued the directive in November 2025, but rescinded the requirement, citing the application's growing voluntary adoption among citizens. The mandatory pre-installation had already prompted pushback from large tech companies like Apple and Google, who raised objections concerning privacy.

On his fourth state visit to China, French President Emmanuel Macron has urged Chinese leader Xi Jinping to cooperate more closely on geopolitics, trade and the environment, as the European Union seeks China's help to end the war in Ukraine while Beijing looks for diplomatic wins amid U.S. tariffs.

Xi called for both sides to demonstrate the ‘independence and strategic vision of a great power’.

Both sides signed 12 agreements and agreed to enhance cooperation in aerospace and nuclear energy, artificial intelligence, green economy and biopharmaceuticals.
