BOAT Engines submerged in Salt Water | Will it Start

Will the two engines start this was the customers biggest question since the boat engines were submerged in salt water. We hooked the cables up too a good battery and discovered neither engine would turn over. We were asked to do an Insurance estimate since the boat had salt water in the engine room.
