Order 5 Rule 20(1A) of the Code of Civil Procedure (CPC), 1908 states that when a summons is published in a newspaper that has a wide circulation in the local area, it is considered served.
Rule 20 of Order 5 of the CPC deals with substituted service. The court can order substituted service if it is satisfied that the defendant is trying to avoid service or if the summons cannot be served in the usual way for any other reason.
