Overview of the Issue
• Reports show that a significant majority of housing societies in Pakistan are unapproved:
• In Punjab, only 2,687 out of 7,905 societies are officially approved. That leaves 5,118 societies either illegal or pending approval. In Lahore alone, among 707 schemes under LDA, 427 are approved and 206 are illegal. 
• Another source finds that over 69% of housing societies nationwide are not registered, a figure that includes incomplete or bogus documentation and over 4,000 fraud cases associated with approximately 500 societies. 
Enforcement & Crackdowns
• Various regulatory bodies have taken action:
• RDA (Rawalpindi Development Authority) halted operations of certain illegal societies—like Blue World City, Multi Garden, and Faisal Town Phase-2—issuing over 548 legal notices, 212 FIRs, 218 challans, and sealing 183 offices. 
• In Mansehra, authorities sealed unapproved development offices and filed FIRs (e.g., against Paradigm City) for selling plots without land possession. 
Victim Redress & NAB Involvement
• The National Accountability Bureau (NAB) has been active in addressing fake societies:
• In June 2025, NAB Lahore expedited action against fraudulent schemes like Bahria Cuisine, Blink Capital Investment, New Lahore City, Khayaban-e-Ameen Housing, Al-Rehman Garden Phase-IV, Al-Jalil Garden, Grand Avenue, Pak-Arab, and Omega Residencia, issuing instructions for investigations and public notices. 
• In March 2025, NAB Rawalpindi recovered Rs 1.5 billion from four fraudulent housing projects and distributed Rs 80 million in cheques to victims, with more payments pending. 
Broader Statistics and Challenges
• Former NAB chairman warned that 86% of housing societies are fraudulent, with billions recovered and distributed to victims over time. 
• From 2022, NAB’s revised jurisdiction now only covers cases involving fraud over Rs 500 million, leaving numerous small-scale scams unaddressed. 
• Cooperative societies are also under scrutiny in cities like Karachi, with corrupt dummy committees, land-grabbing, and repeated resale of the same plots uncovered. Reforms now require eligibility for elections only for plot owners who reside onsite, promoting better accountability.

2. Clarifying “Naib Step”
It seems “naib step” isn’t a standard term. However, there’s a revenue official called “Naib Tehsildar”, and “Naib step” may be a mishearing or typing error.
Who is a Naib Tehsildar?
• A Naib Tehsildar is a junior revenue officer responsible for land matters.
• In October 2024, Punjab authorities piloted a reform in Gujranwala, Sahiwal, and Multan, giving Naib Tehsildars the authority to execute property transactions (previously the role of Sub-Registrars). This streamlines legal property registration. 
Example of Misuse
• A March 2025 case in Faisalabad involved a Naib Tehsildar booked by the Anti-Corruption Establishment for colluding to fraudulently sell a widow’s inherited plot, alongside other officials like Sub-Registrars and Patwaris. 
So if “naib step” was indeed meant to refer to “Naib Tehsildar”, it’s in the context of property documentation and legal authority.
