STORYLINE:

Former Filipino senator and education secretary Raul Roco filed his candidacy papers for next year's presidential elections on Tuesday, hoping his crusade for a clean government in the Philippines would draw votes despite lacking the traditionally strong party machinery.

Roco is running against President Gloria Macapagal Arroyo, popular action film star Fernando Poe Jr. and a former national police chief, among others. He has maintained an image of incorruptibility and has fared well in popularity surveys.

But his lack of a strong political party has been a major obstacle and partly led to his defeat in a 1998 presidential race. For the May 10 elections, Roco has summoned volunteers nationwide.

"We are the first and best alternative for leadership for the Republic of the Philippines," said Roco, wearing one of his trademark Hawaiian shirts.

He also promised to give free education to the poor and fight for the dignity of Filipino workers, especially more than seven (m) million Filipinos overseas whose remittances are crucial for the economy.

Also Tuesday, Arroyo accepted the offer of Senator Noli de Castro, a popular TV talk show host, to run as her vice president.

The Elections Commission expects about 450-thousand candidates to contest more than 12 thousand national, local and congressional posts on May 10 - from the president to village leaders. Filing of candidacies ends January 5, and the 90-day campaign period starts February 10.
