[8:58 PM, 2/28/2020] Sayantan Chakraborty: Telecom Regulatory Authority of India (Trai) Chairman RS Sharma Friday said that there was no question of expediting the consultation process on the need for a floor for tariffs, and asked mobile phone operators to set a floor price themselves, if they felt an urgent need for it.

“We have already floated a consultation paper on the subject of floor pricing… There is no question of expediting the process…There is no such deadline of 1st April on it,” Sharma told ET on Friday.


“Telcos are well within their right to fix a floor if they see an urgent need for it. There is nothing stopping them from doing that,” he added.

His comments come mobile phone carriers called on the government to set a floor for tariffs by April 1, among other relief measures, to restore the heath of the debt-laden industry. ET has reported that officials at the highest levels of the government have nudged Trai to expedite fixing of a floor for tariffs, a move considered crucial by all operators for restoring the long-term viability of the telecom sector.

Prodded by the sector and the government to come up with a floor price, a reluctant Trai in December floated a consultation paper to fix a floor price for voice and data services on telecom networks. It, however, warned that such an exercise has historically been termed ‘market distorting’ by economists. It also called the move “anti-consumer”. The deadline for filing comments and counter comments has been extended till February 28 and March 13, respectively.

“We don't give any deadlines. Consultation process have their own timetables…we have not received any such suggestion from the government,” Sharma said.

In its letter, telcos, through industry body COAI, appealed for immediate setting of floor for tariffs—from April 1 this year—to improve average revenue per user (ARPU), which is way lower compared to markets like China, Brazil and Russia.

“Floor pricing is imperative to ensure the sector is sustainable, and in a position to bear the deferred spectrum and AGR dues, while continuing to invest in world class networks and services,” the letter said.
