STORYLINE:
Arab League Secretary General Amr Moussa said on Monday that Middle East peace talks cannot continue if Israel does not freeze settlement construction.
"It is obvious that Israel insists on its settlements' construction policy and we are just not ready any more to accept a cover up to more settlement construction by Israel,'' Moussa said after a two-hour meeting with Palestinian president Mahmoud Abbas.
Chief Palestinian Negotiator Saeb Erekat said that the Israeli government "has chosen settlement construction instead of peace and we hold it responsible for the halt of the direct talks.''
Abbas arrived in Cairo for consultation with the Arab league chief ahead of a crucial meeting of Arab League foreign ministers next week in Libya.
Abbas is expected to voice his final decision there on whether to continue the month-old peace talks with Israel.
The first direct Israeli-Palestinian peace talks in two years were launched last month in Washington.
The two sides then met face-to-face in Egypt and Jerusalem but disagreements over the settlement building curb derailed the negotiations, which are to address the borders of a future Palestinian state, the political status of Jerusalem and the fate of Palestinian refugees.
On Saturday Palestinian leaders unanimously closed ranks behind Palestinian President Mahmoud Abbas, linking renewed peace talks to an Israeli settlement freeze.
The decision by dozens of senior members of the Palestine Liberation Organisation and Abbas' Fatah movement, announced after a three-hour meeting at Abbas' headquarters, dealt a new setback to already troubled US efforts to salvage the negotiations.
Abbas said there was no use negotiating as long as settlements eat up more land the Palestinians want for a state.
Israeli prime minister Benjamin Netanyahu has said he is serious about reaching a deal within a year and has accused the Palestinians of wasting precious time over secondary issues.
